compensation to the owners of the partially demolished
house

by far the heaviest item of the expenditure; and
it became evident that with this cost added the advantages
to be derived would not repay the outlay. In these circum-
-stances I decided that the cost of the resumption of the
intervening prenises should be defrayed out of public
funds, leaving the cost of the works involved in the in-
-provement of the adjoining houses to be borne by the
owners of those properties. In order to avoid additional
expense it is provided that the re-construction involved
will not bring the buildings within the definition of new
buildings. They will thus be exempted from compliance with
the provisions of Section 180 of the Ordinance in regard
to increased open spaces in the rear or at the side,
and
from the provision of scavenging lanes and from such other
provisions of the Ordinance as refer to re-erected houses.
The scheme as modified will throw
upon the public funds a considerable portion of the ex-
-penditure involved in carrying it out, but I consider that
the advantages in improved sanitary conditions will fully
justify the expenditure, and will from this point of view
be a better investment of public money than the costly
resumptions which have been undertaken in the past, and
